Remove unused rally job from heat

As rally team is planning for a new job and the old one is broken,
We should remove the old job for now, and discuss on adding new one
once it's ready.
The `legacy-rally-dsvm-fakevirt-heat` job is up to rally team to
change, so it's not removed by this patch.
