Revert "Disable image uplaods to vexxhost"

This reverts commit 20122f086d6383addbf01d6e9bdadcffd2396d02.

Image uploads are reliable now go ahead and use vexxhost. For background
vexxhost made a config change to their web servers in front of glance
which make everything happy again.
