Drop iotronic repos from zuul and IRC

The iotronic repos haven't seen any activity for at least 5 years, so
they can be considered inactive. The are using outdated openstack jobs
or templates and are this blocking cleanups [0]. Therefore we a dropping
these repos from Zuul, but do leave the gerrit setup in place, so action
can easily recover should interest in these repos return.

Also drop the empty IRC channel #openstack-iotronic from our
configuration.
