Add Barbican and client to Octavia PROJECTS

Browse Source 
Adding the same list of PROJECTS in pre_test_hook of Octavia didn't
help. It throws an error "Cloning is not allowed, please add in
the job definition". This patch adds the same to Octavia PROJECTS.
