Use DEVSTACK_GATE_SETTINGS in networking-ovn

Update the networking-ovn tempest job to set DEVSTACK_GATE_SETTINGS
so that the networking-ovn repo can contain a file that sets up a
custom DEVSTACK_GATE_TEMPEST_REGEX.
