Bump entercloud max servers up from 0 

All the images are built and mirrors are configured, time to bump the
number of maxservers on all the regions so these can start being used.

They have asked us to use these in the following order of preference,
so the maxservers we're adding to each reflects this:

1. nl-ams1
2. de-fra1
3. it-mil1
