Subject: [PATCH] Add metal3-io/metal3-dev-env to openstack tenant

The openstack ironic project metal3 ci integration job relies on
the metal3-dev-env project to run.
Adding it to the recognized project for the openstack tenant
allows us to directly depend on patches in its repository helps
catching issues, troubleshooting, and in general the integration
between the 2 projects.
