Remove legacy-tempest-dsvm-full-drbd-devstack 

The DRBD driver has been deprecated and replaced with the new LINSTOR
driver in Cinder. The drbd-devstack repo will be cleaned up later, but
for now we can get rid of the tempest job for this driver since it is no
longer supported.
