Add ansible-collection-kolla to projects.yaml 

This patch adds openstack/ansible-collection-kolla to zuul's project
configuration. The patch only adds official-openstack-repo-jobs
template which contains the github mirroring job [1] only.
ansible-collection-kolla does not need publish-to-pypi or other jobs.
