Remove track-upstream for deb-packaging team

Currently the deb-packaging team hasn't done much work over the last
6+ months. As a results, disable track-upstream on the projects as it
does consume resources in openstack-infra. Additionally, moving
forward, there are better way to accomplish this process using
git-buildpackage and zuul-cloner.
