Swich load ordering for openstack-ansible-tests repo

The openstack-ansible-tests repo includes the job
definition for all roles used across OSA, including
ansible-hardening. Thus we move it high up in the
load order to ensure that it's loaded before any
other ansible roles curated by OSA.
