Create new functional job for glance_store-cinder

Glance_store is splitting its tests out, so they can be used
separately. Create the new functional tests for cinder backend,
in addition to filesystem and swift backends.

The test itself is implemented by the change:
    I20dec7ec28844bb03887917320a7d1da296e36d7

This test should currenly be experimental.
