Add Github mirroring job to all official repos

Now that the Github repositories have been cleaned up of refs/changes
entries, we can enable per-repo mirroring globally.

Note that:
- openstack/release-test was already added as a test
- for repos that did not have an entry in projects.yaml, we create one
