Disable tripleo-test-cloud-rh1 cloud 

Currently, we are seeing a large influx of data being uploaded to
logs.o.o. As a result, we are decreasing our retention policy on
logs.o.o but cannot say a head of the curve.

Until we have reclaimed HDD space, disable tripleo-test-cloud-rh1.
