Clean floating IPs on tripleo-test-cloud-rh2

Now that nodepool supports optionally cleaning leaked floating IPs,
let's enable it on tripleo-test-cloud-rh2 cloud.

We're having some issues where sometimes jobs don't get run successfuly
because no more floating IP is available.
