Revert "nodepool: pause centos-8-stream builds" 

This reverts commit 813542fabd.

The original issue with the build hanging during package extraction is
fixed in DIB 3.13.0 with

 https://review.opendev.org/c/openstack/diskimage-builder/+/799126

which is now on builders.
