Revert "Try switching Rackspace DFW to an API key"

This reverts commit eca3bde9cb. This was successful, but we want to make the change without altering the cloud name. So switch this back, and separately we will update the config of the rax cloud. Change-Id: I8cdbd7777a2da866e54ef9210aff2f913a7a0211
