Re-introduce gate jobs for networking-cisco

The networking-cisco project had been unmaintained, which led to it
being removed from the gate (see [0],[1]).

Change Id88f3906a157a04b097b162950dedccc12a8fa90 reintroduced the
networking-cisco project into the list of supported projects. This
patch adds networking-cisco to the list of projects that should
run in the gate. Once merged, patches can be submitted to the
networking-cisco repo to resolve gate job failures.
