Temporarily require Signed-Off-By in the sandbox

The OpenStack project is planning a switch from CLA enforcement to
relying on the DCO, so let's adjust the sandbox ACL in order to test
possible corner cases, git-review error messages, and so on. We'll
revert this at or soon after 20:00 UTC on Friday, 2025-05-23.
