These projects have been transferred from tripleo to heat[1].
Also replace the os-apply-config group because the group contains only
TripleO cores.

Currently each sunbeam charm is in its own repo. This approach
is going to be replaced by having a single monolithic repo that
will contain all the sunbeam charms.

There are multiple reasons for this:
- The team resources are very limited
- Other external / auxiliary translation tools
or leveraging generative AI technology
can supplement doc translation
- Language links have not been working properly at least
during this year
- Other essential Openstack projects like Nova and Neutron
don't provide the translation links on their documentation
websites

As the plus sign is a special character in URLs and causes all

Setup and import Designate Bind K8S Charm for deployment of
bind hosted in Kubernetes.
Bind is the dns backend of charm-designate-k8s.

We have a distinct set of contributors who we'd like to engage in
the subset of charms that support benchmark testing rather than
direct deployment of OpenStack.
Create a new set of 'charms-benchmark' team ACL's to support this
and add to charm-magpie.
A second charm (woodpecker) is currently proposed for inclusion
into the project and will sit under this ACL as well.

There is no maintainer left for this project so
we need to update the acls to remove the content of
all the deliverables of this project.

Add a charm-purestorage.config to describe set of rules for the
charm-purestorage group that will be used with the purestorage charms so
that Pure Storage can collaborate on those charms.
