Several stray \n sequences crept into lines in the infra docs index
template, so this removes them.

This removes the reference to a js file served from status.o.o
which was only used for adding the footer. Instead, the current
footer is manually included.
Existing http links are updated to current https equivalents.

This adds a link to the bindep documentation, but should not be
approved until such documentation is successfully published by the
parent change so as to avoid creating a broken hyperlink in the
meantime.

Add descriptive text to the infra documentation index page to help
people navigate to the appropriate documentation. This moves the
manual into its own section, system-config and publications into
a section, and leaves the rest of the projects in a section.

The index page missed Elastic Recheck, add it.
Note that while the whole list is alphabetical I put the Infrastructure
Manual first as an exception.

This is a partial cargo-culting of the index job and associated
files from the specs.o.o site, to generate a simple top-level index
page for the http://docs.openstack.org/infra/ tree.
