These repos now uses tools/test-setup.sh we do not need the db jobs
anymore, change to the standard python unit jobs.
Update grafana files for this as well.
Note this updates all networking repos with exception of networking-sfc.

Liberty is EOL, start cleaning up all of the special things we have in
place for handling libertyisms. Note that this doesn't touch the configs
for deployment projects as they may still attempt to support liberty via
distro packages.

At this point, they are identical with the non-full variants,
except that the new ones are master only and non-voting.
The plan is to make the existing voting jobs minimum later.

At now we see one graph per row. If we have more graphs per row,
graphs are placed more compactly and we can easily check CI results.
