The change adds new projects for the roles within OpenStack-Ansible
This is the second batch for the break out work which encompases the
OpenStack-Ansible play `setup-infrastructure.yml`.
New projects:

This project is to provide a flexible and easy to
use operating system installation tool. It is to focus
on providing advanced partitioning functionality as well
as advanced pre-configuration features. It differs from
existent great cloud oriented solutions like Ironic Python
Agent (OS provisioning) and Cloud init (OS pre-configuration).
It is to be a tool similar to old plain OS installation tools like
anaconda or debian-installer but dramatically more convenient.

This code has been written to push performance counters from devstack
runs into statsd. It is intended to work as a plugin for subunit2sql,
but could very easily be adapted to receive code from other streams as
well.
This project should not be added until the corresponding spec is merged.
That spec is marked as a Depends-On below.

We don't report openstack-specs changes anywhere at the moment, and
since its cross-project, openstack-dev seems appropriate to me. I did
a quick straw poll there and got positive reception to the idea.

Per the email conversation, it seems like deprecating the -api channel
and using -sdk is the right path forward. This moves the notifications
that were happening on -api to -sdk.

Create a project for the python files currently managed in
openstack-infra/puppet-log_processor. These scripts have grown to the
point were they should be made a proper python module. The scripts have
been copied to github.com/jesusaurus/log_processor preserving git
history using git-filter-branch.

Adds a repo for python-searchlightclient. ACL groups exist already;
the pypi project exists and is set up with openstackci as an owner.
Git repo does not yet exist.
