This patch series move openstack/* projects from All-Projects ACL to
meta-config ACL, which is created especially for the Release Managers
group.

Registered users do not have ACL rights to -1..+1 on the
Backport-Candidate label. This patch grants them voting rights.

The Octavia team would like to enabled passive voting on patches
for backport candidates. This means that backport candidate votes
will not block a patch from merging, but will allow the team to
better track patches that should be backported.

The Octavia team decided at the PTG that we need to create a new
repo, octavia-lib, to provide a library for Octavia provider drivers.
This patch adds the 'openstack/octavia-lib' repository to the Octavia
project.
