Redo the index page for docs.openstack.org/infra to update the text
to refer to the TaCT SIG, drop old links to things which have moved
or are now defunct, and provide some hints on where to find things
which are now elsewhere.

Yoga added tap-as-a-service as an OpenStack deliverable,
adjust ACLs so that it goes through openstack/releases
for any future release.

This is an import of the upstream project which has not had a commit
in 4 years. I made a pull request that has gone uncommented for
several weeks [1]. Ergo, I think we can consider this project
inactive upstream.
With the pull request updates, it is in somewhat of a steady state.
It uses a outdated version of d3.js but otherwise is maintainable. So
far, we've not found anything else that gives a simple stand-alone
overview of background dstat runs and can be stuffed into a Zuul
artifact quite as easily.
Import the project and we can incorporate our changes from there.

These repos are being retired as this service is no longer opendev
managed and these repos are not used anymore.

This module has been incomplete and doesn't support very fundamental
resources like packages, services and so on. Because we haven't seen
any effort to complete its implementation for a long and we have
received no objections to dropping the module[1], I'd propose retiring
this module from Puppet OpenStack now.

When adding support for CentOS Stream 9 [1], I made dib to install haveged
in centos8 or centos8s only. This broke centos7 images.
This patch should get haveged installed in all centos releases != 9-stream and fix
centos7 one.

The recent pyyaml 6 release, incorporated in the latest
nodepool-builder/dib images, requires a specific loader now. Use
safe_load as there's nothing crazy going on here.

CentOS Stream 9 repos are ready and support for it is included in
diskimage-builder [1]. This patch is adding centos-9-stream diskimages
and images to nodepool configuration in opendev.

This patch is adding support for CentOS Stream 9 in elements
infra-package-needs and nodepool-base which are used in nodepool images.
- Remove installation of ntpdate (it has been removed in CS9).
- It skips installation of haveged until it's available in EPEL9.
- It maps package iptables to iptables-service.
Note that this patch has been tested together with dib patch in Depends-On.

This commit sets official-openstack-repo-jobs for
openstack/ci-log-processing project, that gives us possibility to
mirroring repo to Github service.
Also added publish-to-pypi template, so the zuul log
scrapper tool will be available in pypi repository.

This updates the on-disk cache version to the same as the default
version in zuul-jobs from I0d5e1b567c364a9e6c7aa0b95de17abffaef0434
Note we have a pull request open on this original project to
incorporate these changes, but the project has been dormat for a long
time. If we don't have a response in the medium-term future, we can
bring this project into opendev.org git and maintain our enhancments
there.
