OSISM is a downstream of kolla/kolla-ansible. To improve our workflow,
notifications to the stable branches should be sent to our IRC channel.
We can react better by making the changes more visible to us.
Due to the high activity in #openstack-kolla and notifications to master
on kolla/kolla-ansible/kolla-kubernetes it is very impractical for
us there.

A new channel was created for broader discussions around edge computing
and related topics. This patch adds the channel under accessbot.

The Neutron VirtualPrivateNetwork-as-a-Service team is diverging a bit
from the rest of the Neutron team.
In order not to clutter the overall #openstack-neutron channel,
and to serve the VPNaaS team as it continues to diverge from Neutron,
we would like the #openstack-vpnaas channel logged.

This commit is part of a series to retire the Packaging Deb project.
Step 3 is to set the Gerrit ACLs for these repositories to
read-only, remove them from CI configuration and IRC bots (as in
https://docs.openstack.org/infra/manual/drivers.html#retiring-a-project).

As part of combining the teams, shift shade to #openstack-sdks.
Add the channel notifications from #openstack-shade that weren't
already in #openstack-sdks. Also, remove notifications from
the #openstack-infra channel.
Finally remove the channel from accessbot as it is already in
lockdown mode.

This patch propose to add openstack-masakari into
accessbot channels. #openstack-masakari is the official
IRC channel for masakrai team.

To make it easier to provide JJB specific help and coordinate
development we're moving Jenkins Job builder conversations to occur in
openstack-jjb. Consequently update the channel list to direct patch
updates to the correct channel.

OpenStack-Spaceport is a project that aims to help deployment tools
especially, but not limited to, those focused upon containerised
environments. Building upon lessons learned in the development of
both Kolla-Kubernetes and OpenStack-Helm, OpenStack-Spaceport should
provide a common point of collaboration for across projects, providing
a suite of environment and dependency checks, that can be run prior to
launching an OpenStack or related service.

Channel #networking-sfc had already been created and registered in
Freenode but not added to project-config. This adds the channel to
the accessbot and gerritbot lists, with gerritbot listening to the
openstack/networking-sfc gerrit stream.

Foxnut is a project that aims to manage infrastructure under
OpenStack, which including rack, servers, switches, interfaces,
etc. Foxnut could collect hardware information and organize them
in visualization, it generates rack view and networking connections
view automatically with different OpenStack architecture.

OpenStack-Helm is a project that aims to leverage Helm for the
deployment of OpenStack on Kubernetes. This project aims to provide
a Cloud-Native approach to deploying OpenStack. It provides loosely
coupled, yet highly customizable Helm charts for users to deploy and
maintain life-cycle management of OpenStack services on top of Kubernetes.
