Initialize a fresh repository to hold tooling used for generating
coarse-grained reports of aggregate collaboration activity from
publicly available APIs and archives provided by OpenDev hosted
services.

Remove some unused OpenStack IRC channels from our gerritbot config.
Accessbot configuration is being left in place to provide continuity
in case the channel needs to be resurrected at some future date.
These were all discussed in an openstack-discuss ML thread in March,
and nobody has raised any objection:

A follow-up notification about this change is being sent to the ML
as well.

This patch adds a new ansible role used to manage client software
for the Gemalto Luna SA Hardware Security Module (HSM). This role
is used in TripleO to install HSM client software on Controller nodes
to enable the PCKS#11 backend for Barbican.

The infra-manual is now the OpenDev manual, move it to opendev
namespace.
Remove also the publish job, we can publish now to docs.opendev.org.

Remove projects we don't want to see events for like hacking and
os-performance-tools. Switch to using regexes for project names in
openstack-infra and opendev to get events for all branch names.
This should give us better more relevant events and simplify the
config at the same time.

It creates the openstack-tempest-skiplist and import existing
skiplist from openstack/tripleo-quickstart-extras project to
openstack-tempest-skiplist.
It is a collection of skipped tempest tests which is initially
started by TripleO team and will be shared with OSA and other
projects.

Current vitrage-dashboard repo has multiple embedded js copies. However
these embeded js copies are not allowed by Horizon's official
contributor guide.
This change aimes to make these js copies to xstatic packages which can
be installed by pip and remove all of embedded js copies from
vitrage-dashboard repo.

The OpenInfra Labs community is utilizing OpenDev to to collaborate
(already have a mailing list and Git repository in OpenDev), and are
interested in having some of OpenDev's bots assist with their IRC
channels as well. Add these channels to the accessbot configuration
first, to pave the way for others which will follow. Also set up
gerritbot to report all changes for their repository namespace in
their primary channel.

Create two repositories for the Validation Framework:
- validations-libs
- validations-common
This is a first, needed step in order to get proper separation for the
code and libraries.
The tripleo-validations repository stay as is for now.

Remove all repos now in #zuul with exception of zuul/zuul-jobs as
that one is used by openstack heavily as well.
Remove branches, the repos with branches have been removed.

helper for Google Cloud-based deployments of Zuul.

When a gerrit comment of type Verified with value -2 is posted, send a
message to the #openstack-ironic channel.
This will raise awareness of CI job failures preventing changes from
landing, and is proposed as a trial for later refinement.
Update irc_tests.py for the dependend change to pass tests.

This is the starting point for the "ideas" project.
Ideas is a repository where everyone can submit their ideas for
global OpenStack changes.
It is the follow up of a discussion in the last summit in Shanghai,
where we discussed the lack of an easy way to browse and search history
of all the (crazy) ideas for OpenStack floated on the mailing lists.
We established (due to recurring topics) that the MLs are not really
appropriate for this searching and revision control.

Adds `sushy-oem-idrac` project which is an extension to `sushy`
library providing Redfish OEM features support that are specific
to Dell/EMC hardware.
Ironic will rely on this package to boot Dell EMC baremetal
machines over Redfish virtual media.

This patch adds a new project under the Neutron group -
OVN Octavia Provider driver, for Neutron's
interaction with the OVN LoadBalancer for Octavia.
A few days ago the Neutron community decided to merge
Networking-ovn tree with the Neutron tree [0]. Nowadays,
the OVN Octavia provider driver is placed in networking-ovn
repository and it uses Octavia and Octavia-lib. To not
force Neutron to rely on Octavia we should export the driver
to a dedicated repository.

Project neutron-interconnection was officialy in Neutron stadium but as
there was no activity on this project for quite long time and project
actually never got any real implementation done, during the Shanghai PTG
we decided to retire it.
Also api-ref for this project is removed from neutron-lib with commit
[1].

This will be owned by the openstacksdk team. Ansible is devolving
core modules into "collections" - which can be managed anywhere.
The openstacksdk team has already been managing the openstack
modules in ansible's github, but this will allow us to keep up
with things much better.
