This moves prepare-node out of node-devstack so that cache-devstack is not included unnecessarilly. We change openstack-repos and node-devstack to depend on this element. The evenual goal is to remove node-devstack, which will be done in a followup commit. Change-Id: I4d9ebc3659f5f59cab4d4ab0762e157b6ff11eda
