No clear explanation has been found for the network oddities that
were being seen when this was disabled on 3/4.
However, since the cloud has been disabled, all nodes have undergone
a full dist-upgrade, OpenStack services have gone from P->Q->R, and
Ceph has been upgraded to Mimic.
All nodes have been rebooted into 4.15.0-46-generic #49~16.04.1-Ubuntu
(notating this for future reference in case nested virt issues
arise.)
Let's begin running jobs again and investigate further if the mirror
connectivity issues still persist.
