Doug Hellmann 124973271c fix the check-python-release role ... The instructions for setting up the virtualenv were wrong, leading to it being unusable. This patch fixes the setup and adds a variable to control the location of the virtualenv, to mirror the way ensure-sphinx and some of our other roles work.
