Monty Taylor 713e174b80 Add fetch-output and merge-output-to-logs to base

This reverts commit 5b2446a2c2c321b86b87dc016c6fe28d2971ce61.

It also adds merge-output-to-logs, which will actually do the uploading.

These playbooks are used to select a minimal subset of the roles included in the base playbooks.

It will do nothing else than what is explicitly necessary for any job to run properly.
