From 2023.1 cycle, TC agree to make python version
template to be unversioned

This commit updates the release script to update the
unversioned template from next cycle.

Copy release-tools scripts directory to remote hosts

The scripts/release-tools directory will be placed in the remote home directory as scripts/release-tools.
