In order to do a new release of tripleo-ansible-operator [1], openstack-tox-validate job on openstack/release project side needs to be passing. In order to fix that, we need to add publish-to-pypi job template for tripleo-operator-ansible job config. It also moves those check and gate job to tripleo queue.
