Jeremy Stanley 8c0bfbc2d7 Temporarily stop booting ubuntu-trusty in rax-.* ...

The ubuntu-trusty images are booting and respond via ICMP echo but
are not accessible via SSH in Rackspace regions at the moment.
Disable them there until more effective troubleshooting can be
performed.
