Frank Kloeker da7404bd67 Add patch submitting for project doc translation 
Currently in propose-translation-update job for project docs are only
building of pot files included. Here we will generate and propose a
patch for:

- horizon (docs)
- openstack-ansible
- openstack-helm

as the chosen test projects.
