Ian Wienand 7fc1d3f880 Revert "Wheel publish jobs: include system-config roles" ...

This reverts commit 42755a0819.

It turns out that because this is done in a pre-run job, the role
include needs to be on the parent.  See
I9e5c0d128e5669e5354c5568bdbc00a3aa27e95b.
