Andreas Jaeger d8c444319b Use TOX_CONSTRAINTS_FILE in release script UPPER_CONSTRAINTS_FILE is deprecatedi[1], use the newer TOX_CONSTRAINTS_FILE instead when creating new master versions. Copy release-tools scripts directory to remote hosts

The scripts/release-tools directory will be placed in the remote home directory as scripts/release-tools.
