Clark Boylan a7eb68ed84 Disable raxflex cloud ...

This mirror in this cloud lost the cinder volume backing its caches and
the mirror is not functional. Last time this happened we mitigated by
replacing the device entirely which takes some time. Disable the cloud
in the interim.
