Dr. Jens Harbott 7ae03348f2 Update instructions for adding new requirements 
This document has been quite outdated, like Python 2 no longer exists
and the set of distros that is being used for active development has
changed over time.

OpenStack Project Team Guide

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory.
