Emilien Macchi 0117e4e06f allow to deployments on Ubuntu Xenial ...

From this patch, deployments should work on Ubuntu 16.04 LTS, that uses
systemd by default.

Instead of using operatingsystem, use service_provider to determine
whether or not we want to run upstart scripts.
