Install thin-provisioning-tools for Debian based systems

When using Cinder with LVM, it requires a utility which is included
in the thin-provisioning-tools packages which do not get installed
alongside the Cinder packages.

This patch ensures that the correct package is installed when using
the iSCSI LVM backend.
