Add heat::config class
Other modules provide an X::config class to be able to specify parameters that are not yet part of the module. Heat was missing this feature. This commit aims to add it for puppet-heat. Change-Id: Ie481598ee4a1b2c451a1e8bddd5faa526d15ef30
