Takashi Kajinami f41cc60dac Add support for cloudkitty-dashboard ...

cloudkitty-dashboard has a few config options. Introduced the specific
class to manage these.

Note that current cloudkitty-dashboard has no policy handling, so
the portion to manage policy settings is not imported.
