Takashi Kajinami 1890be0853 Remove support for manila v1 API

Manila has removed its v1 API during this cycle. This removes support
for creating keystone endpoints for v1 API because the legacy API is
no longer available.

Existing implementations are re-used to manage the shared-file-system
service type, which is the officially authorized service type.
