Subject: [PATCH] Prepare a new release for stable/victoria

This is to prepare a new release for stable/victoria, mainly to have
a new version with d2ce5cd0052f2fcb27b3690208cc43221f077f5d which is
required by the latest release of TripleO Victoria.
