Patch Set 1:

This is not specific to nova and should be implemented in openstacklib, IMO.

A reasonable option here would be to implement the purge_config option in openstacklib::policy::base and use that option because purging policy file results in problems with some components like Octavia which relies on policies relying on the default policy.yaml.
