According to the multi-node install insturctions,
the services should be started/restarted after the
management objects are created and database is 
restarted.

h1. Prerequisites

The openstack repo should be made available:
see: http://docs.openstack.org/cactus/openstack-compute/admin/content/installing-the-cloud-controller.html

This is currently known not to work on 2.6.4.
