Adds tripleo-puppet-ci-centos-9-undercloud-containers and tripleo-puppet-ci-centos-9-standalone with the required content provider definition. These are added to the tripleo-puppet-undercloud and tripleo-puppet-standalone templates. See the topic branch [1] and [2] for context. The jobs are added as non voting as puppet openstack will not support Centos-9 on Wallaby.
