Use 'dnf' when configuring repo in Fedora

Use 'dnf' instead of 'yum' in Fedora as Fedora
no longer have 'yum' binary. Also Fedora do not
need yum-plugin-priorities to manage repo priorities.

Also Do not Enable rdo-qemu-ev repo for Fedora.
