[ussuri][goal] Cleanup for python 2.7 drop OpenStack is dropping the py2.7 support in ussuri cycle. puppet-* repos have to cleanup the requirement and tox for py2.7 drop. Update tox configuration Update the tox configuration to pull in the openstack upper-constraints.txt when running releasenotes. This will fix the releasenotes job that is currently failing due to a new version of sphinx. Additionally this change includes updates from puppet-modulesync-configs. Stop configuring install_command in tox. It turns out that this is the the default value provided by tox: https://tox.readthedocs.io/en/latest/config.html#conf-install_command So we can remove the line and simply use the default value.
